Any reason you cant size in the sizer and either expand them or anneal and expand?
Because of the amount of the shoulder that needs to be moved back.
The 8.6 blackout shoulder origin is 0.204" shorter than the 6.5 Creedmoor shoulder.

You usually can not form a new shoulder in just one die as you will get wrinkled shoulders.
You often need a series of 3-5 forming dies to squeeze the case body down into a shoulder of the correct diameter.

Since you would be moving the shoulder back so much from either a 6.5 Creedmoor or a 308, I would probably use 308 cases as well.

I have a set of dies for forming 416BR and 357BR that would work perfectly for forming this case as well.

No wonder they are in stock.

Why not form a bad shoulder then, then fireform to make it crisp?
