? Are Flares used in Flare guns considered ammunition in CA (ie FFL transrequired)???

I Wanted to get some more 26.5mm flares so with the recent law a few years back......

I wanted to counter if potential seller said they can not sell to CA, if such is truly allowed.

Are the flares meant to be discharged from a flare gun legal to sell directly or must they be transferred by a FFL/Ammunition dealer.

Seems they have the "primed case, propellant, and with one or more projectiles" thing going on for definition of what is regulated. I could not find the definition of projectile as per that particular CA regulation.

Blanks are explicitly exempt by name and description but I see no mention of flares in the laws.

I thank those in advance that provide me some facts and links on how CA/DOJ considers these flares.

    You're over thinking it.
Flares are safety equipment. Nothing more. If you have a dealer that won't ship ask why. I wouldn't argue to much because all that will do is get you a firm "NO"

you can buy 25mm flares direct from West Marine, as well as 12 gauge flares. No FFL needed: https://www.westmarine.com/orion-25m...-10258119.html

I didn't have a problem getting my P2A1 flare gun and flares shipped to me. You might get charged the hazmat fee but other than that, no issues shipping right to my door.
