Come to think of it, I always used my case gauge on a sized, but empty, case. No need to gauge a loaded rifle case. The gauge is useful to make sure the web isn't expanded out of whack, and it checks trim length too. Maybe they aren't supposed to be used with a bullet in the case.

SAAMI publishes specifications for loaded ammunition dimensions and firearm chamber/bore/groove dimensions.
They do not publish specs for unloaded cartridge cases.

In theory, the gauge should be made to minimum specs, to verify all ammo that passes the gauge (safely) fits all rifles chambered for the round.

Barrel chambers are seldom made to minimum specs (sans custom rifles).

You can measure the neck of the assembled round.

You can put some Dykem or Sharpie on the loaded round to help determine where the interference is with the gauge.

Neck turning for OTC rifles is NOT the answer. Putting the gauge away is likely the answer. But mysteries are fun to solve.
