OP, load say 20 rounds at whatever "flat spot" you choose. Chronograph all and let us know results, Extreme Spread, Stdev, mean, groups. Note that "extreme spread" means the two outliers, Stdev means as more data accumulate at same powder charge, approximately 66.67% will fall within +/- your stdev from the mean.

How about 20 at 41.2 and 20 at 41.8 and see if you get the same rough FPS for all your shots
