Get a decapping die with a smaller decapping pin.
Alternative is to drill out all the flash holes.
You can do that with the primer in place, just don't drill through the primer.

Barrel, sight and trigger work on most pistols and shotguns.
      Most work performed while-you-wait.

        This should work.
The Mighty Armory PUA Decapping Die is a universal decapping die for depriming small flash hole cases with small flash holes. Recommended for use on all single stage and turret presses. Toughest in the industry!

The Dillon 9mm dies I bought in 1996 already have that.

The Dillon pin is not near as robust as the MA pin.

That being said, I just finished a batch of .357 SIG and many of these hem had small flash holes and the MA decapper made quick work of right sizing the flash hole and punching out the spent primer.

I have punched through many berdan cases and accidentally converted them to boxer primers while sizing random range 9mm brass.
I bet the dillon pin can handle swaging a flash hole open once in a while.

Maybe this? Yes, it fits RCBS decapping stems for headed pins.

After I broke a few on Norma brass I just started throwing away.
I'd agree with you but then we'd both be wrong...

                    Thanks to all !
Looks like the MA setup will be the direction to try.
