    CalDOJ? ATF?

If serious, not likely to find anyone to rent out reloading facilities, IMHO, due to potential liabilities in this litigious State.

You may be able to make friends who will teach you the ropes and help you produce for yourself. Again, IMHO.

You make a good point about liability.

OP did not ask about facilities. Also no location so how can a local help him out.

Some gun clubs used to have reloading gear members could use. Yes I don't know who/where. Maybe post to find someone local to share expenses to purchase. Of course that will have it's own set of problems.
But a cheap LEE setup on your own.
You can get a cheap single stage for $50 https://www.midwayusa.com/product/1013020665?pid=807734
or a whole kit (less dies) for $170 https://www.midwayusa.com/product/1013004049?pid=121744
But the real problem today will be getting the supplies

I have a group of friends that were talking about a reloading "party". No one could really figure out what it was and how it would be run. It's also hard to check for quality when someone drops it on the ground and potentially ruins it. I was buying a rig and the seller broke a spring while showing me how it worked....

I think there is a post on here about an experienced reloaded renting access to volume equipment somewhere in LA. As I recall he did a video of his fun.

Dillon basically rents their reloaders, you buy one, use it for years and sell it for 80% to 90% of purchase price.

I learned at a local rod and gun club. We could use the gear for free, and they got components at a discount.
