I just read the official rules:

PROMOTION OPEN ONLY TO RESIDENTS OF THE 50 UNITED STATES (excluding residents of Alaska, California, Connecticut, Hawaii, Illinois, Massachusetts, New York, Rhode Island, and Washington DC)

    Not surprising and yet expected.

From a legal perspective it makes sense. I throw a lot of these types of contests and compliance is a pita. Rhode island and New York are normally difficult, in this case I'm sure it's the ammo component that added CA to the list. C'est la vie, it's free stuff we wouldn't have won anyway.

Should read "OPEN ONLY TO RESIDENTS OF 42 OF THE UNITED STATES" then.

That's okay, while Obama was president he said we've 57 states.

Yeah, Midway doesn't like us up here in the last frontier. Eff them.

What's so bad about Alaska that Midway excludes them? The other places, I understand that, but isn't Alaska pretty darn 2A-friendly?

Oh, Alaska is completely 2A friendly, and it's a big reason I moved here.

But Midway doesn't want to deal with the shipping issues to get stuff up here, so anything of interest like primers, powder, ammo....no go. Plenty of other companies that do the same thing, but we have ways around it. Expensive ways, unfortunately.
                    Yeah.

With Rhode island it's not 2a laws, it's contest laws. If I remember correctly, and it's been a few years, any contests or giveaways of this sort with a value over $70 annually needs special registration with the state and a bunch of extra paperwork.

I do this sort of giveaway a lot. Any difference by region requires more billable hours by lawyer. Lawyers are expensive, so it decreases the efficiency of your promotion. Offering alternative prizing per state is a way around it, but that requires increased costs in legal evaluation and fulfillment.

The way you evaluate this is comparing the total cost (including prizing, promotional costs, legal costs, and work invested) vs just buying ads. The more crap you tack on, the higher the cost per impression, the more reasonable that ad on some crap website or shooting rag starts looking.

I can't blame them for excluding us because I know the stupid amount of work it takes to give stuff away. The idea of the billable hours behind a 30 reply email chain with a lawyer gives me the heebie-jeebies.
