    Identify this ammo

I bought a spam can today, on behalf of a friend, and he had me pry it open for him to check on the ammo, see what kind it is, make sure its not tarnished, etc etc. Here's a pic of the can mid-process of opening it (I don't have a spam can opener)

After finally getting an end open I pull out a bundle of ammo and see that it looks like new wolf ammo! But silver tipped. They are marked "21" and "28" on the bottom of every round.

Here's a tag that was inside the bundle.

    Can anyone identify this ammo?

That ammo is from a known bad lot, you'll have to send it to me for proper disposal.
I hate people that are full of hate.

It's not illegal to tip for PPT!
