I'd take them to a small local shop...
One of my local shops are flipping primers into ammo at retail reloading MFRs.

They have some markup, like $40 Out the door for 50rd 9mm, but at least it helps people w/out right now... even if they are paying through the nose.

AFTER you find a Hazmat FFL willing to ship, post it in the marketplace?
Offer them 1000 if they ship the other 4000 HAZMAT...

I got a case of 5000 SPMP in the middle of last year, and they were ~$182 for the case... I am sure you can get more right now from those who are panicked, but I'd sell them for like $60-$70/1000 max for .357 Mag reloaders, Etc. Make a little profit, and since you aren't using them, you are helping them too, assuming you aren't overcharging.

I did sell some Non-Mag SPP from a PM, which I wasn't looking to sell, as the offer was too good to pass-up, and you aren't currently holding AG (AKA GOLD, AKA Regular SPP's), but I am sure you can get a premium, as old-schoolers w/wheel-guns are looking for primers too.

People in free-states are also looking, in a panic too.
