Happens generally with slow burning powders with small powder fill ratios [Note that I've never seen this; this is theoretical/hypothetical/anecdotal.]
Powder ignites, but the decrease in pressure as the bullet starts moving slows the burning, and allows the bullet to stop in the barrel. Powder burns slowly until pressure builds to the point that it burns normally and you get an overpressure event due to the stuck bullet.Comment
