OP How many grains of IMR 4198 are you using?
The Hodgdon data does not seem realistic based on my tests.
In a Mini 14 22 grains of IMR 4198 chronographs at 3000 fps with a 55 grain Remington FMJ BT bullet. A very reliable and accurate load.
I've been shooting that load for forty plus years.
At the same time the above load was tested I also tried PMC 5.56 that chronographed at 3200 fps.
I have always believed that Hodgdon load data was very conservative.
Every manual that I own has data well above anything that Hodgdon provides. BTW note that the load from Hodgdon was shot in a 24" barrel.

I agree on the hodgdon data in general. Seems conservative. Especially with some 270 loads I tried this weekend. I was significantly over their data max for IMR4831 and the velocities were just starting to tighten up. They also may have been flattening out so not wanting to push much higher as diminishing returns usually signals higher pressures. May try a half grain on either side of the best result and explore the grains/velocity curve a bit more while being careful.

Just keep going until you get the best load. BTW I even use 22 grains with 60 grain Sierra soft points. Still a good load.
