9mm loose bullet

Just got into reloading and starting off with 9mm loaded correct length and all the only issue if anything is the bullet feels loose its crimped and it doesn't move in or out of the case it just spins inside the case like a .22 lr is this acceptable or is there a way to make it like a factory loaded round? Thanks

Small bullet, too much crimp or faulty sizing die.

Back off the crimp and see if the bullets are tight.
You only need enough crimp to get rid of the belling.
