You are good.

The line is indeed the base of the bullet showing where it is in the case.
That's normal.
Sizing dies reduce the case diameter more than necessary to account for variance in case thickness.
That's why you have to expand the case before you can seat bullets.

Another question!

I Screwed up a case seating a bullet. Pulled it apart, threw the bullet and the case away. Saved the powder. Case has a live primer in it. Should I dispose of that in some special way or just toss it

Shoot WD-40 into the case and toss it into the brass recycle bin, or trash....your choice. The WD will render the primer inert.

I usually decap the live primer and reuse.

Take the empty primed case to the range next time and fire it off there.
But don't do this at home. It will scare the neighbors cats and cops will show up and
your own family will throw you under the Poor Mans Reloading bus.

So I’m aiming at the OAL listed in my books. But I’ve noticed my factory ammo is always quite a bit shorter than the listed OAL. Is there a place to find the min? Not that I’m having trouble getting right at the OAL I’m just curious what’s acceptable

I normally reuse the primer and the bullet, they are more valuable than the powder if it is handgun ammo.

In every load data table in the Lee manual, there is a column labeled MIN OAL. It is the last column on the right.

You can safely load to that minimum oal for that powder/charge weight range/bullet combination. Factory ammo oal typically differ because of different powders used and/or diffent bullet characteristics.
