    That's not normal.
    Shellplate should not have ANY loose powder on it.

    Watch the charged case closely as you run the case.
    If the shellplate movement is causing the powder to jump out of the case while the case indexes, that's a problem with either the mechanism or HOW you are operating the press handle.

    Learning to move the handle smoother through the shellplate index zone will help.
    Sometimes adding grease between the shellplate and the shellplate platform will help too.
    Another possibility is reducing tension of whatever creates the stop detent for the shellplate.

    Now IF the powder is NOT jumping out of the charged case, then you need to look at the powder funnel to see why all the powder is not making it into the case before the case comes out of the powder funnel.
