Did you check your decap pin for damage? I'd also take a look at the shellplate/base to ensure there's nothing blocking the entire primer from being ejected.
Otherwise, it might just be that batch of brass?

Have you tried removing the shell plate? Maybe dirty or damaged and not centering properly.
I'd also try a different de-capping pin assembly if you have another die set.
Just guessing though.My mother always told me to be careful what you ask for.
Just one more piece of parental advice I stupidly ignored.

I suspect the primers...the primer is fracturing / shearing. Are you sure those primers are not glued in? I know it is police brass, but could they be reloads with primers glued in?
Here is a similar problem just like yours...
Glued (Loctite) in primers...

I have had that happen in the past with several different pistol brass that had been wet tumbeled.
I call them ringers. I believe they are caused from the primers more of less being stuck possibly from the wet tumble process some water gets in there and seizes them.NRA Endowment Life Member
