Armor piercing handgun ammunition is already banned in CA. This new law doesn’t leave only AP handgun rounds, it leaves nothing. As M76 said, they know exactly what they’re doing.

actually on second thought, it does still leave frangible ammo. Or snake shot. Both of those are available in handgun calibers. Both of which are terrible choices for self defense IMO. Though reading the wording of the law, standard ammo is not illegal to own or carry, just illegal to actually shoot at a range. So no practicing with HP ammo, but you could still carry it in your CCW. And if you had to defend yourself, since you aren't "at a range" I don't think you can be charged for shooting it. Some really bizarre results here, and twisted logic to think it's a good idea.

1) require Ammo to be purchased with ID, no mail order purchases
2) outlaw lead
3) leaves expensive copper ammo to be purchased at high prices
4) outlaw armor piercing ammo. Therefore outlaws copper
5) requirement for some new, very expensive crap ammo to be only used
