    Yes I suppose they could if they retool their entire manufacturing process but it would be akin to manufacturing a car without the engine in it. Reloading requires the installation of the primer prior to the powder and prior to the seating of the bullet if they put the whole thing together without the primer the powder would leak out and the whole thing would have to be taken apart by the end of visual one at a time only to be rebuilt which is what we're doing in the reloading process anyway

      Maybe they can seal up the primer hole so it doesn't leak, then later remove the seal to prime, but I see how it probably would be a big hassle to retool the manufacturing process.

        never had a primer to off during seating but would be catastrophic on a loaded round

                Smaller companies have been selling these "kits" for a while. They're around, seen them on Facebook groups and some other commercial companies. While it sounds good after shipping and hazmat it doesn't make much sense anymore.

                  The OP is referring to himself in the third person. Interesting.

                  Sure you could assemble the ammunition with a cap/plug in place of a primer, so you could pull out the plug and install a primer. But it's probably not the safest process, pressing in a primer when there's powder in the case. I've never heard of a primer going bang accidentally during installation, but it just seems unwise.

                  Besides, might not be smart at this stage to try to invent ways of getting around the current law here. We don't want to give the state gov't any 'ammunition' to think up more laws. They might decide to start regulating bullets, powder, and primers too. Who knows.

                  As others have said, if you don't want to buy factory ammo with all its hassles, get into reloading.

                    I'm guessing OP doesn't reload because for the reloader there's obvious logistical problems.

                    As pointed out, an unprimed cartridge has a hole in the bottom. Conceivably an enterprising mfg could just stick a strip of tape on the bottom of the case to prevent leakage, but then it would require an even more enterprising reloader to be able to install the primer. Every reloading press mounts the case bullet-up, so this reloader would need to mount a press upside down to prevent spilling. There are hand primer gadgets so that could work instead, but then that limits the reloader from progressive presses. And the hand gadgets are ergonomically designed for comfort and leverage right side up, flip them over & they lose that.

                    There's also the safety problem when installing the primer last. While very infrequent, it is possible for primers to go off when being installed. In the normal process they are installed first so if they pop off, it just makes a very loud noise. With your proposal, they are installed last, into a case already loaded with powder & a projectile. And in an upside down press.

                        Maybe they could have a website dedicated to buying each piece of the 'kit' so you can mix and match components. Maybe even have a brick and mortar store for a few things. That way you could mail order half the 'kit' and buy the hazmat things locally to avoid hazmat fees?

                          Order primed brass and proceed from there. Thus saving one very small step and avoiding the savings of re-using brass.

                            TKM---Years ago I bought primed brass for the same or less price of un-primed brass. It seemed weird but I bought a bunch.
                            I also bought Berdan primed brass really cheap and it makes good "leave the brass" ammo. It was 308win
                            A 30cal will reach out and touch them. A 50cal will kick their butt.
