      I'm not sure, but it looks like it might be a part of a primer tray feeder. Not the older style, but something newer?

          Looks like the mechanism that cycles the shell tray.

          There are exploded diagrams for the presses.

          Never mind... doesn’t quite match up:

          May be a part for an aftermarket primer tray as suggested.
