7.62x54r Ammo Identification

Hey everyone, I have an opened spam can for my Mosin ammo I'd like help identifying and valuing.

The markings are 10 on top and 71 on the bottom. It is a silver-tipped projectile, a magnet sticks to both the case and the projectile.

Any links to finding the value would be highly appreciated!

So maybe 1971 from Bulgaria? Any idea on what the silver tip means?
Also, the red primer sealer, I don't see that in the link provided, is that certain era-specific?
So many questions haha!

Silver tip means light ball, about 148 gr or so.
