This is a ‘universal shell plate’ from a Dillon AT 500 Press.

Those obviously do not work in a progressive fashion as you can not use all the stations at the same time when there is only one shellholder that holds the cartridge case you are loading.
Those were made for the 550 that they sell as the AT500 turret press.
Most people upgraded their AT500 to a 550 and use regular 550 shellplates so they can run the press as a progressive.

I have one of those 500 shellplates around here somewhere.
They also came with a special shellplate cover that was apiece of sheetmetal that blocks off 3 of the shellholder spots so that you don't accidentally try to use the wrong size.

When you setup an AT500, you pick which size shellholder you want and make that size usable by installing the shellplate cover so that the other 3 sizes are blocked.
You slip your finger into one of the 3 holes in the shellplate cover to index the shellplate.
