Is primed brass considered hazmat as far as shipping is concerned?

No. Primers by themselves are hazmat. Put them in a case and they magically become safe. No idea why.Comment

Primed brass shipping
Not even hazmat. You can put the primed cases in a plastic bag, the bag in an un certified box and write "not regulated under sp50" on the box. Ups or FedEx only.

No, cases with primers are still classified as 1.4c. Which are subject to hazmat and placarding under the DOT, unless under a specific weight.
I would have see my work chart to know the exact amount. But it's usually a large amount like around 1,000lbs or so. So for your case no you wouldn't have to pay the Hazmat fee. But it is still a regulated explosive. So you will need to claim it as a 1.4c even if it's under the net explosive weight requirement.
