You might also want to build a powder magazine to store it. The recommendation is a one inch thick wooden cabinet that is vented. I was a little skeptical about a wood cabinet until I discovered the reason: wood insulates while a metal cabinet will quickly transfer the heat from a fire to the powder and set it off.

I seriously doubt Sacramento is going to send around inspectors. The bigger issue might be a fire insurance claim that gets denied if you have more than the "allowed" amount stored on the premises.
