Using .311 bullets. I could use a 303 British neck sizing die too. Who makes one? Doesn't seem to be any for sale. Any help appreciated.

Lee makes one for 303br. They might make one for the Russian cartridge as well:

Rcbs makes a neck sizing die.
Or you can buy a lee loader kit in x54r and do it that way.

A few years ago, a guy off the high road.org was making a custom shell holders to make it work with a lee cooler die. He increased the height to make it work with a 308 lee neck sizing die and made a new collet as well. He also spun me a new .311 diameter mandrel
I think I never ended up using it and is collecting dust somewhere.
I can find his name on the site if you want me to. He makes them in his down time.
