The wording prohibits the selling of projectiles (bullets) to prohibited persons. Out of state sellers have no means of verifying a buyers status of being a felon or not. Therefore some vendors will not sell (ship) reloading components to California residents.

Nothing in the law is changing in this regard. Already, prohibited persons cannot purchase loading components. That has been the law for some time. The companies that sell reloading components can apply whatever precautions they currently use.

On dies, I have to agree with those who suggest RCBS ... not from many years of experience (which I don't have) but RCBS has treated me right. If something is broken, bent or whatever, they send replacements quickly, at no charge and no questions asked. I guess I didn't set out to favor RCBS but they seem to be what I have the most in the way of dies. If and when you start reloading for sloppy spec mil surps, you might need Lyman M dies or custom neck expanders from places like Buffalo Arms (to fit the Lyman die) or NOE to fit the Lee neck expander.
