You need to specify rifle or pistol and calibers. Dont just buy powder and bullets because its cheapest. The combination might not work well toogether. You need primers also.
Check these websites daily for deals.
    Midway
    Brownells
    Powder Valley
    Graf & Sons
    And others that people add.
Powder and primers has a Haz Mat added to shipping. Free HazMat shipping is a deal.

Maybe a gift certificate to Midway would be best to buy the added little things he needs.
Been gone too long. It's been 15 to 20 years since i had to shelf my guns. Those early years sucked.

If you want the best deals you're going to have to wait months in between otherwise the best current deals are where previous poster mentioned. Free ship no hazmat is a starter

If you need specific supplies to get you rolling, go to powdervalley and buy in bulk.

If you are not hurting for supplies, just casually check out the WTS postings about twice a week and I'm sure you'll see something that you need.

Got lucky a few months ago with an 8lb jug of Varget and a seater die.

Most likely, your press did not come with the case prep tools. You might want to look into case prepping supplies.

I would go to ebay and buy a couple of reloading books used .
New does not mean best . What ever caliber he has is in even older books .
Don't bother with magazines at the store . They have little info , mostly just ads .
Even the color of press will help with suggesting things . Kits have some good stuff , but almost everyone replaces what was free with better things .
One ting almost everyone can / does use is Lee mounting hardware . Go to some place like home depot and buy a piece of plywood at lest 3/4 inch - 18 X 18 , but bigger is better . Look where the scrap wood is . People buy and want cut to size and don't want the left over , so they sell cheaper .

Nice . I use the lee mounting , but just from the lee single stage and the loadmaster .
Being cheap , I use an old spool end when I use the single stage -comes apart easy and easy to store easy to store . Sometimes even the hand press is used , because of nephews / nieces all want to reload at same time .
I set up one of costco tables for the hand press and cleaning guns .
