I've actually had very good luck with Tula. In fact I prefer it for an AR in x39. With the NPap & SKS it doesn't matter, they've shot it all reliably. But I prefer Golden Tiger because it's more consistent in their powder charge.
There are many ranges in S. Cal that don't allow bi-metal magnetic ammo (which is most of the cheap x39) due to fire hazard so that is also a consideration. Most ranges in N. Cal don't have that restriction.
And if you shoot corrosive ammo, be sure to clean it soon afterwards. There was a post recently about someone who forgot to do that, it ruined the chamber & bore.
