Cartridge ID help please LC 7 70

I was junking today, and this is the only gun related find.

It's marked L C 7 70. Couldn't ID it in a google search and visual check in my reloading books.

Help appreciated.

It's a 7.62x51 "Blank Cartridge" made at Lake City arsenal in 1970.

And there I thought blanks had crimps and that this was a triple tapered neck. Thanks.
