This question is why a reloader should have more than one reference not counting the net.yes a substitution of mfg will most likely be just fine.
    Keep it simple!

when reloading pistol and rifle for the most part you can get away with changing out primer brands, I have even used mag primers (during the great shortage of 08 and 09 etc.)

edit to add, anytime you make changes to components start low again and work up.

just if you move to reloading shotgun shells you MUST follow the data exactly!! With shot-shells there is no such thing as working up loads.

A kind of big thing is how you are loading .
        By hand ?
        Single stage ?
Or in / on a press . I only use/ buy CCI primers - they seem to be stronger - by that I mean I have not poked a hole in them decapping . They [ CCI ] don't bend as esy .
But you should be fine using Win primers .

You can substitute all small pistol primers in 9mm.

Don't substitute for balls out over max loads.

I've found that for the most part Small Pistol Primers are interchangeable. Winchester, CCI, & Remington all produce the same chrono data. Federal primers are a little cooler and give noticeably lower FPS, 15 to 20 fps less. Since I shoot DA/SA guns in USPSA Federal is my go to. I had to .1gr of powder.

9mm plinking ammo? Mid range load data. Done.

Yes you can but there are some people that will tell you the sky is falling if you do.
I have for many years and NEVER had a problem.

I used about 200 small rifle primers for 9mm range loads. It's not a problem. I think some were 5.56 primers at that.

                      Yes, it is OK.

Supposedly the Winchester primers have the lowest pressure, so they can be substituted for any primers. Loweest pressure doesn't mean it is the least effective.

Your best bet is to get and check a few reloading manuals . None of the manuals list all powders , primers , bullets and shell cases .
Tha above statement - Supposedly the Winchester primers have the lowest pressure, so they can be substituted for any primers -
While it might work for the 9 mm - You start using heavier bullets , you need a higher pressure cap .
If it is not in a book , don't believe it .
I don't post my loads because I have not idea how it would be used .
