Who has best reloads?

I know there used to be a reloading company in Antioch. You could buy there reloads or you could give them your "recipe" and if it was deemed safe (check manuals and call the powder company, etc.), you signed a waiver and they loaded YOUR load. They are probably long out of business.
How can you be a shooter in California now and NOT be a reloader?
Do you folks have a 15 day wait coming up for ammunition? Who processes the check for whether you are allowed to buy ammunition now? I can't see an "instant check" in California. Do they have limits on how much ammunition you can buy at one time?
And my wife and children think the two of us should move back to that state.
