Alliant 2016 reloader's guide ( Warning)

Forgive me if this is a DUPE.

I just received my shipment of powder from 3rd Generation.
With the powder came a 2016 Alliant reloader's guide.

I noticed in a few pistol caliber, categories there's a new warning to NOT reduce the load this occurs on very common old school powders.

In .25auto
.32auto
.38spl
.44 spl
.45 Colt

Do not reduce the following powders

American Select
Bullseye
Unique
Power Pistol
2400

The catch might be, Alliant's guide only gives max loads.
Is the starting load -10%??? Or is it?

REDUCE RIFLE AND HANDGUN CHARGE WEIGHTS BY 10% TO ESTABLISH A STARTING LOAD.

DO NOT EXCEED THE LOADS DISPLAYED ON THE SITE OR ALLIANT'S RELOADERS GUIDE."

Actually the last two sentences where my feeble attempt at a joke.
The remainder of the post was my attempt at giving other reloader's a heads up.
That there's new warnings not to reduce certain loads that where not listed in last years guide.
