9mm ammo defects

I recently purchased some federal hst 124 gr P9hst1. Upon inspecting them i found some black powder around the primer as well as around the bullet where it meets the casing. Are these unsafe to fire?

May be a little gunpowder residue. May be dry graphite lube off of the automated machinery that made the rounds. Either way No Biggy. Use an old toothbrush to brush it away.
