              While the intent of the law is "noble" in respect to privacy and damage caused by unauthorized access, it appears to overlook the needs of security professionals.

              It needs to be rewritten, to acknowledge Americas "dire" straights in the vulnerability that exists and the need for security professionals in training. Lots of them. China certainly has their share.

                I don't think it's needed at all. If there is a vulnerable system all this law will do is try to clean up after the fact. There needs to be a law that threatens a business with a fine that would be greater than the amount of money they are saving by having lax security.

                  ^ I was giving them more credit than they deserve. Beaurocracy/unneccessary laws are dead weight on businesses and decrease efficiency.

                  China having trained "hordes" of hackers is preparing to take down the US, with a barrage of attacks. If we can't provide enough cyber-security manpower, they could take down our networks and put us in the dark ages. (I know you are aware of that but i'm stating the obvious.)

                  And security professionals who can't train in the dark arts here have no chance matching the expertise of hackers in other nations who wouldn't have these regulations.

                    More "feel-good" and "look, we did SOMETHING!" proposals that won't do a darn thing to actually stop the bad actors. Much like the gun-restriction proposals from this same Administration.

                    Better idea: the illegal wiretappers (e. g. NSA, CIA, DHS, and so on), the illegal gun-runners (DoJ), the VA folks who mistreated our veterans--throw those folks in jail, how's about that?
