Remember as an administrator someone cannot download programs without an escalated privilege. A user will have reduced privileges.

If you want to be really secure, put a password on the BIOS. This will prevent someone from getting in the BIOS and making changes. While in there you can turn off thumb drive ports and turn off the CD as well.
