Seems like you've got it figured out..

There are a few good browsers. IE is not one of them.

I am not going to click your link to see what the deeper issue could be, but I would suggest running AV software if you don't already do so, as IE has had a number of recent vulnerabilities outbreak lately. As far as the popup goes, could be anything from the websites you're visiting to malware. No way to tell without looking into it further, not going to do that.

Akamai is basically a content distribution tool that a ton of web sites use. You can't really get rid of it without disabling many web sites. You can go ahead and allow it to update, assuming the link is valid.

Better idea is to switch to Chrome.

Get malwarebytes and run a full system scan to be sure you are not getting pop up ad stuff.

That's your problem right there. You already got the solution: Chrome.

Never have had issues with IE, but I also don't surf pron either. Just get a good anti-virus software, and Ccleaner or malwarebytes and your good.

                            Safari on Windows is garbage
Chrome is hand delivering your history to google and bad plugin support
                            IE is toolbar/plugin/adware/search hijack city

Firefox with adblock and ghostery plugins is the best

                            The answer is http://www.firefox.com
