What are you afraid of, exactly? A webhost isn't going to shut down a site just because an HOA says "waaa, this guy says bad things about us..." If you say obvious nonsensical things like "our hoa president is a Satanist pedophile who walks on puppies with high heels while singing 'sweet dreams are made of these'", you might get shut down...but even then it's unlikely.
If you want to avoid a webhost altogether, get yourself a VPS setup and ask a geek here to set up a webserver for you. It's even harder to get shutdown when you're hosting the content yourself that way.
