Alright, how about projectiles in a polymer shell (like .22lr/9mm shotshells) with the internals composed of corn-starch and water (Oobleck?)...

Projectile would be as untracable as an ice-bullet?
(Since all we do is piss off Obama, Yee, and Feinstein, anyway...)
