If you're at all comfortable with linux, you should check out a Raspberry Pi...

You would need an external bluray and a powered hub, and probably a snazzy case, but it could fit what you need. It would not be nearly as powerful as a "real" computer though

Stay away from the Celeron - If you can afford, i3 for sure. This should suit your needs and then some - No need for linux if you're only using for Web Browsing and Streaming media.

Personally, I don't like the small form factor PC's and have not had good luck with them in the past. Have you thought about using a laptop instead? At least you can have best of both worlds and take the laptop with you when you travel.

I run a dual core amd cpu with a msi mobo that has built in hd vid and audio. You can build a pc with blu ray for less than $300. OS would add to the cost. I like the logitech dinovo mini as a blutooth keyboard remote.

I built an i5 for gaming on a TV and it works just fine with a wifi card talking to an N-serious router upstairs. Everything was purchased from MicroCenter and assembled with 1 screwdriver. Just about any pre-built tower with and HDMI video out should work to carry the audio and video to the TV. Get a wireless USB keyboard/mouse and you are web browsing with your feet on your ottoman. You could probably price it out to under $400 if you go with AMD instead of Intel.

Dinovo touchpad is a little finicky controlling the mouse, but i like it. Heres a case i was considering for a build. If your near a microcenter they have great cpu/mobo combo sales at times.

That q190 is not bad if you want windows. I think if you buy win 8 yourself, you might have to buy win media center separate, but im not sure.

+1 on micro center if there's a store near you and you're comfortable building it yourself. Check out these amd cpu and mobo deals

The FX 4130 + GA-78LMT-USB3 (it has hdmi) is $105. I recommend reading all the reviews before making any purchases.

I have had the Q190's older brother (Q150) for about 4 years now, and I've been very happy with it as an HTPC. No problems with playing video files, music, blu ray (external drive), streaming video or nes roms. People are always amazed that it's a computer and not a disk drive.
