Your only chance for that would have been an older unlimited data plan AND you had tethering grandfathered with it. Most if not all carriers never had an unlimited plan for hotspots and most if not all carriers would remove your grandfathered unlimited data plan if you added tethering. -
One of my engineers have the old unlimited data plan and he hacked an Android phone to allow tethering. Supposed to be pretty easy to hack the Android phone to allow this.
On the other hand, if they're on a vacation with the RV, ask them not to spend too much time on the internet.

PDAnet still work?
Maybe not SSL sites?
Many cell providers actually look for some info a browser send out whern visiting web pages in the middle of the transmission, and may charge you more for tethering without a tethering plan.
I understand T-Mobile 's new plans offer 500MB/month of tethering included, but I don't know about others...Comment

Many cell providers like who? I've had my rooted thunderbolt since it came out and tether it all the time. I've even told Verizon it's rooted and that I tether it and they don't give a crap.PDAnet still work?

I'm surprised no one has mention MyFi. I've used a friend's when traveling and it works pretty seamless.

3.9 cents per megabyte? Ouch! That's $40/gb. I guess if you just do very casual web surfing and don't stream.I'm surprised no one has mention MyFi. I've used a friend's when traveling and it works pretty seamless.

I don't do much streaming on my phone, but I do some. A couple of Youtube videos, a Netflix show or movie every other week, and an Audible book per month. I average 2gb/mo, and that's just for me, just for my phone usage (the majority is via home or work wifi, with 200-300mb/s on cell service, but still).
I guess you gotta do what you gotta do, but not having unlimited would really be painful - almost as bad as dial-up. Our household averages 150gb/mo (100gb on the low side, 200gb on the high side, but mostly right around 150gb/mo). But that's with no TV other than streaming Netflix and Amazon Prime, but still, that's what we're used to.Comment

TMobile sells MyFi for pay as you go. $30 for 3Gb.
Or tether to your phone...Comment
