Need help with Electrical, If you can and how to

Got a couple of 8 ft. T8 fixtures in the garage. One quite working a week or so ago. I bought a new ballast but then took the cover off the other side and saw that there are actually two... DOH'... Oh well..
There are two fixtues total, both have two 8" T8 bulbs. So that is a total of four lights but two in each fixture, with two ballasts in each fixture for a total of 4 ballasts.
One fixture is still working, the other is not.. (does that make it a fuxture? poor humor, sorry)

so now I am trying to find out if there is anyway to troubleshoot the two of them to know which one to R&R.
I doubt they both went bad at the same time. I have switched out the lights with known good ones and nothing works so I am pretty sure ballasts. The circuit is good cause the other light is also on it.
    b259I120HP ballast replaced with B239UNV120....
    TIA for any help..
