Doesn't affect us in the US, and really doesn't prevent facebook from doing anything since it's next to impossible to prove that they aren't doing it.
Not saying that I agree with facebook's policies, but the EU and it's member countries have this habit of coming up with any excuse they can to issue fines to any company outside of Europe that manages to turn a profit.
