I need a free robust software that will allow me to us a clean url with added text for example a neighborhood community council would be "www.westsanteecc.org" NOT "www.westsanteecc.org.free.forum. software" trying tofind something free or very reasonable. I like this Vbulletin here at CG but too much money and more robust than what is needed for a neighborhood council with just a few thousand registrants. suggestions?

Uhhh, all you need is a host and a domain. If you own westsanteecc.org then you can point that to anything you want. it might land at westsanteecc.org.something.somethingelse but the url to get there would still be the .org address.
