What game is it?

I remember playing a game back in the early to mid 90's where you would build primitive huts, fields, etc. You could make it rain, or make the sun shine to grow crops. It was very similar to the PC game "Black and White" but I dont remember fighting other villages. I do remember the cursor being a hand with fingers though. Any thoughts?
