Help with Excel - File from Russia... Russian Serial numbers

I got an e-mail with serial numbers that we are trying to figure out. I cannot open the attached file because it has Russian alphabets. It is named "АКМ маркировки" so i re-named the file with our English characters, but still no joy!

This re-naming approach works with photos. Photoshop will not allow me to open pics with nu-recognizable characters, so first I have to re-name the pic file and then we are good.

When i do navigate through the warnings, and do manage to open the excel file, there is no data.

If you can help, I will greatly appreciate it. Please e-mail me at xxxxx and i will forward you the e-mail.

    Your help is much appreciated.

UPDATE 02/13/2012 - accomplished. Thanks all.
    Thanks FD

You may need to change your localization setting within your operating system.

issues specific to Excel im not particular on, but depending on the char set used, if you move to a UTF8 localization in your OS (may or may not be an option) instead of ASCII that may help
