ok anyone know how to reset the admins password as i have tried to boot a cd and it dont work

I usually use a Linux Live CD when I need to reset someone's administrator password. I generally prefer Backtrack for this, but if you are unfamiliar with Linux and want to give it a try, I would recommend Ubuntu; it's a bit easier to use. Here is a guide using Ubuntu, if you are interested.

Alternatively, if you don't want to hassle with everything, you can back up all of your files and just reinstall Windows (since you seem to have the installation DVD available).

the disk i have is a password disk just like you show but for some reason i cant get it to boot up on the locked computer, i have changed the boot sequence to make the cd/dvd drive to boot first but it does nothing.

Have you tried manually booting from the CD? Instead of relying on the auto boot, when you turn your computer on, you should see something along the lines of "Press F10 for Boot Menu."
Press the required key, and select your CD/DVD drive when the menu pops up. See what happens next.

Just for future reference there is an awesome distro called Kon Boot that is by far the easiest to use. Download it, burn it to a CD/DVD (or make a bootable USB drive). Boot from it, it will bring up windows normally, select an account, type in anything for the password (or nothing), click login. BAM! done.
