Can anyone suggest a good free program that will clean up your music library? I have thousands of songs and I don't feel like going through them 1 by 1 to remove the track number from the title (ex... 04 One.MP3). Nor do I feel like going through to change the different spellings of the same artist. Also one that would make sure that the right album is associated with the MP3.

sed will do that nicely.
ETA - just saw the bit about editing the ID3 tag as well. sed won't be much help there.Do not give in to evil, but proceed ever more boldly against it. -
Checkout TagScanner, it will rename by querying the tag info in about any format you tell it, and it can grab tag info from online databases like amazon, etc.
They have a bunch of sample formats for the rename included and you can add your own presets. The format rule I use is to break them down into folders for the artists and albums:
%artist%\%album%\%track% - %title%Disenfranchised NRA Benefactor Life Member.
