Google voice is awesome can make and place calls free from within gmail and has a epic ton of other good features.

Another route is skype which is popular.

Yeah just make sure your connection has QoS enabled.

+1 to both of these. As long as you have a good strong connection dialing out will be fine.

Receiving calls is a different matter.

I use google talk. It works great. I got it so relitives from a different area code could call us toll free. I have it forwareded through google to my real phone number. I can't tell the difference between the normal incoming calls and google ones.

Skype stopped doing free phone calls to the US and Canada years ago. Google Voice is free if you use the Gmail plugin.
