Newegg.com has deals going on everyday.

As far as MB/Processor goes, I prefer ASUS MB with an Intel i7 processor.
The bullets with my name on it I'm not worried about, it's the "To whom it may concern" ones I'm worried about.

Not going to happen with his budget.

cpl_dan: What kind of ram and video card do you have currently? Knowing that will help since if your ram is not compatible you will have to replace that and if your video card is not PCI-E you will need to replace that also.

ETA: If you don't mind spending around $500 on the motherboard + CPU bundle and shelling out the extra money for triple channel DDR3, AND you already have a PCI-E video card I would go with this i7 bundle.

ASUS motherboards are some of the best on the market. The one in the bundle I linked to is very nice, it has USB 3.0 and SATA III, these are the latest offerings of those technologies on the market.

If you buy at least the motherboard and CPU from Newegg you can get an OEM copy of Windows 7 Ultimate for $175. The is the same as the retail but discounted for system builders. That's about a $100 discount.

For about $200 I got an Athalon II and a Gigabyte motherboard. I was able to use my existing RAM and other components. For another $60-ish, I got a new video card and my machine has a windows experience rating of 5.0, where the old card/cpu/mobo had a rating of 3.3...

The socket 1156 i7 CPUs aren't true i7's. Socket 1366 is much faster.

                          AMD > Intel
                          ATI > nVidia

AMD CPUs are cheaper, run cooler, and faster for the given rating. Also handle overclocking very well, with minimal modifications done to cooling.
Been hearing people have been frying their nVidia graphics cards on Star Craft 2. Apparently Star Craft has no FPS limit, thus the cards have been working too hard and frying. So far no ATI users have complained about any problems.

If you want overpriced technology, go Intel.
