Note9 phone wont Bluetooth tether to laptop.

Laptop is 2021 Acer.

Phone and laptop Bluetooth works fine with speakers, etc and phone USB cable tethers to laptop fine and internet works.

Laptop says "connected" after I go though the number code verification and phone says "pairing" and both say "paired" but phone says connection didn't work.

I never used BT tether with my phone. I have the wifi hotspot set up.

BT tether would be horribly slow and the range would suck. Just use Wifi hotspot from your phone, that's what it's for.
