This AM, I see the ERROR and WARNINGS below in my Event Viewer. (Win 7 Pro)
Of course I did the usual Google searches on how to fix and looked up the LODCTR tool. Since I don't play in the registry and my reading comprehension has dwindled over the years, I'm lost. I never found a downloadable tool.
The above link on manually restoring the counters as well as all the things that can go wrong in doing so is far above my knowledge in fixing this issue.
Questions:
I know basically what the performance counters do but are they really necessary and can the error be ignored like so many other errors?
All references to the so called fix mention "server". I assume that applies to servers as well as a common PC?
If there is anyone in the Vista area that can do a hands on fix PM me, but info from anyone is appreciated.

When you use the System Monitor tool, some counters may be missing or don't contain counter data. The base set of performance counter libraries may become corrupted and may need to be rebuilt. Additionally, you may need to rebuild any custom (Microsoft .NET Framework application created) counters or any extensible counters.
This behavior may occur in the following situations:
* certain extensible counters corrupt the registry.
*some Windows Management Instrumentation (WMI)-based programs modify the registry.
