What you save in dollars you lose in rights.

Never store important data, that could be stolen, mined or otherwise expropriated for other’s benefit on public or corporate servers.

If the authors of the non-profit data already use MS office, investigate the collaboration features already present in the software.

Then, you simply need a SMB share over a VPN to host it somewhere. If that’s a PC in someone’s house or a VPC / dedicated server at a colo., you are in control of your own data, not a company that is a serial abuser of people’s rights.
